I hate to be a nit-picker, but did you reboot between uninstalling and
reinstalling?

This *might* have been a problem, but I wouldn't necessarily bet a full
uninstall-reinstall cycle on it...

This has probably already been covered, but does the .ddb file open on
another computer with 99SE installed?
