I'd suggest to go out and buy more RAM, then upgrade to Win2K, and only then
if you're still experiencing lockups to look at buying a new system.
I have a PIII-550, 256MB RAM, ATI Rage PRO graphics (so not anywhere near
what you'd consider a monster system), running 99SE SP6, and very very
rarely get a lockup or crash (even with the ATI graphics card...). The
difference I'd say would be that I'm running NT4 rather than Win9X in any of
its variants. If you're serious about running a CAD system, I'd say upgrade
your OS to a "workstation" OS, rather than what I'd consider a "playstation"
OS.
If you are really hell-bent on buying a new system (and why not?), I'd
suggest a dual processor PIII-933 with around 512MB of RAM and lots of disk.
Graphics card isn't all that important - Protel doesn't even come close to
taxing any modern graphics card. Most modern cards are designed for games,
the modern incarnations of which are much more hardware-intensive than
Protel ever will be.
