No bug here, or at least SP6 does not have the bug. Both Gerber and NC 
Drill have options to set either absolute origin or relative origin. If you 
are consistent, either one is fine. I prefer absolute origin because I will 
have no problem importing the gerber, with relative origin I might have 
negative coordinates, which I'd prefer to avoid!

The gerber set up also has an option to center on film. I suggest not doing 
this; the photoplotters will do it anyway, and centering on film can cause 
all kinds of weird stuff to happen, taking things off-grid and then 
rounding dimensions off, etc.
