Thank you for pointing the requirement of code analysis before using FOSS
applications in government level. You are absolutely right. I am at the very
initial stage exploring the possibility of using any such FOSS codes/tools.
If any one of you have better and detail knowledge about such things, please
suggest. It is the right time to discuss on the possibility of letting
government know about the FOSS and its appropriate use in e-governance,
since these days, government is in excercise to develop e-government project
planning. We ( Members of FOSS) should contribute suggesting appropriate
solutions before its too late.

I am new to this forum and still don't know the modality of communication
here.
