Government of Nepal. Due to the ignorance of the government to our declaration of 16thSeptember, 2006, FOSS Nepal is compelled to submit the following demands to the government of Nepal. *Abbreviation-* *FOSS-* Free and Open Source Software. *ICT* - Information and Communication Technology *Introduction to FOSS Nepal Community* FOSS Nepal Community is a nationwide........................... *Demands:* 1. All electronic documents of the government must be in open document format. Documents must not be specific to any proprietary format like doc, ppt,... 2. All the lectures, contents, slides, materials in school level to university level must be made open. All these resource should be released under any open content licensing. 3. Government must establish the research/development center for development of open source applications, localization, modification. 4. All ICT infrastructure in government, telecenters and public offices must be made free from pirated softwares. Free and Open Source Application must be made as alternatives. 5. To carry out research and study in this aspect, an immediate team must be formed. The team must comprises of FOSS Nepal community representatives and government representatives. 6. Registration of Community must be made possible. Any community must be allowed to register to the Government of Nepal as a community not an organization. 7. FOSS Nepal must get government recognition as *a nation-wide ICT related community*. 8. FOSS Nepal must be included in National ICT policy Formulation Team. 9. Government officers, ministers, parliamentarians must be given training regarding FOSS. The team that will be form immediately will facilitate and plan for the training. 10. Government must make 5 years target to phase out all proprietary softwares from the government sector and implement Free and Open Source Softwares. 11.
