i want to add few things here,
when people makes plan then they do it so theoretically, i think thats wht
happen in every sector of nepal so the progress is not possible as it should
have been, so i think before we plan anything we should first see whts going
on practically, so beofre we put anything to government survery to suport it
should be key, I believe changes should  take place gradually not all at
once that will create a disturbance in system. So before we put anything
ahead of the government we should have something as a evidence to support
our plans.
