I think these demands are too much for a developing country like Nepal. Even developed countries have not been successful in eliminating all proprietary based softwares. I fear these are over ambitious demands. FOSS should go with demands that the government can fulfill and/or has the capacity to fulfill. Targeting only proprietary based softwares will certainly not help Nepal to achieve success in ICT rather we should focus spreading ICT educations compromised of Open Source as well as proprietary as demanded by the situation.
