Don't we all know government has been talking about E-governance, but
its reality...

To my best knowledge, Government still don't have any plans (*srug*
budget) to further educate staffs on essential technology their
technical staff already know about.

Further more, recommending something and ENFORCING something are two
different things. As you guys are using the word "must be", Enforcing
something signifies people in government service cant use other other
technologies even when REQUIRED. (don't get me wrong).

I doubt if its it intelligent to push FOSS as an alternate or else a
dead end. Your above point is tooo broad for discussion alone.

Example: IBM has build software's for e-governance but that's not
FOSS, nor we have alternates. So as many softwares used in Telecom,
electricity, planning, water resourse, road etc and it would work BEST
but not in FOSS.

Second thing one could do is Recommend (which is a week vocabulary in
relation to listening and implementing )

ahhh.... different institutions in government are handling these two
stuffs. So you guys are bound to bounce between mantralias (logically
speaking). Copyrights of authors are difficult maters to deal with.

There are more crucial list of priorities.
The best thing that could happen is they could put it in CONSIDERATION
or in  PLANNING.  (if one can read the humour within ;)

Being able to put forward(register) FOSS Nepal as Organization /or

Don't get me wrong... but core members of 'FOSS Nepal' is still yet to
do BASIC homework on the above points, isn't it? Do it or it might get
tossed in wind like dust.

Putting forward something to push a system to another direction is far
more complicated than putting up a STRONG and logical point as maaggg,
though i understand your sprit within.
