I agree with Bibek, Geshan and Suraj that the domain names should be made available for use by others if it is not being used. Though, as pointed out by Hempal Dai, registration every year is not a good option. I think it should not be difficult for MOS to judge if the site is being used or not (can enforce some criteria for this one). And make a decision based on that. If it is unused for a year or so, make it available for use by others who want to apply for the domain.
And even if any registration is enforced, it should definitely be free :).
