I've changed that text so hopefully it better reflects the current state of the documentation. We are planning to organize the documentation differently in the future to keep better track of the differences between FOSSology release versions. This is a clear example where that organization is necessary. Yes this relates to notification.. The link to the INSTALL document on the website goes to the current top-of-tree document in the project soruce code repository.
