The other thing you can check is the properties of FM shortcut - Compatibility Settings - the high DPI Monitor adjustment you can do sometimes helps.

A few months ago I noticed every time I opened my FrameMaker (v.12), my horizontal menu/formatting bars were all overlapping each other horizontally, kind of similar to yours. I did not experience it with book files like you are now. It does look like a scaling (?) issue, which I think was the problem I was having. I too, messed around with the resolution settings. For some reason 1600 x 900 corrected the problem. That said, right not I am running at 1920 x 1080 (my default at home--but at work it defaults to 1900 x 1200--go figure). I just opened my FrameMaker and it is fine at 1920 x 1080. You have two 27" monitors so it might work differently, but maybe you could try just using one monitor at the 1600 x 900 and see if it makes a difference. It might lead you down a path to resolving this? Good luck!
