Details:

Bardo reported that in S2_4 & TRUNK with civ2civ3 ruleset AI ends up building
settler armies with no place left to settle.

One theory I have is that AI has never has so much stopped Settler production
than higher priority military production overriding it. With more peaceful AI,
with less military built, they continue building settlers. civ2civ3 does not
set AI trait Aggressive, but it gets default value of 50, while classic
ruleset has value 150.
