Yes, I am. I assumed it to work that way, yet I somehow missed the line where
it did it.

Oh, but if ruleset *does* have road type itself (redundantly) listed, it will
be added twice to the list, no? Or generally: any road can be added multiple
times to the server side list.
This should be easy to check from the bitvector side. If the bit is already
set, do not add road again.
