These are the places where I've found the code to be inconsistent with the
'combat' interpretation:
* helptext_unit()
** Introduced by me in bug #19851. Will fix, probably in S2_4.
* utype_veteran_name_translation(): suppresses veteran level for NoVeteran
units
** Also me, bug #20023. Ditto.
* The editor generally prohibits setting veteran level for NoVeteran units
** As added by mbook in r15349

Treat as bug and fix in S2_4.
* transform_unit() drops all veteran levels if on e.g. upgrade if new unit is
NoVeteran.

#9430. (Previously upgrades always lost all veteran levels.)
** Since this is a rules change I plan to do it only in S2_5 and later.
