I intend to send a new (and hopefully final) patch soon, fixing up typos +
doing something about the city bonus help.

I think we should lose the Trade/Federation and Trade/Communism interactions
(making the bonus unconditional), because Trade is so much earlier in the tech
tree that they're unlikely to happen.
In fact in 2.6 I think losing Trade with these govs will actually be
impossible, because civ2civ3 doesn't allow holes in the tech tree there, and
you can't maintain a government you don't have tech for; so these would be
short-lived rules in any case.
The Corp/Federation bonus is worth keeping, I think, as The Corporation is
significantly more advanced than the tech for Federation (Economics).
I think we could lose the Corp/Communism interaction, as Corp is at most two
techs away once you have Communism, so it's just fiddly to get the bonus. And
it's simpler to say that Communism simply has no distance effects at all
(ignoring food).
Shall I rewrite the help assuming these changes before the string freeze, and
submit a patch in implementing them ASAP?
