Except, as Marko points out, if you have Statue of Liberty.
Since that requires the Democracy tech, that means you can get Communism early
enough for The Corporation to be a meaningfully distant goal. Still don't
think it's worth having the special case for that.
It also means that the other special cases won't be as impossible to reach in
2.6 as I claimed (since you can in principle build SoL and then haemorrhage
techs, or more likely steal it), but I think it's not worth keeping them in
for that.
