Follow-up Comment #2:
Initial patch attached.
First copy civ2civ3 directory as sandbox and civ2civ3.serv as sandbox.serv,
and then apply the patch.
This patch just makes sandbox ruleset to load and to get recognized as another
ruleset from civ2civ3. It does not add it to the distribution tree.
