Follow-up Comment #5, patch #6452 (project freeciv):

So we want patch #6485 in S2_6 already. That makes decision even more hairy.

The mixture of doing huge changes to experimental ruleset in S2_6 and then
archiving it in 3.0 while switching to sandbox ruleset sounds like a "worst of
both worlds" style compromise, so I think we can rule that route out.


My current thinking is that
1) We start sandbox ruleset (based on civ2civ3) on S2_6 already
2) In 3.0 experimental ruleset will be custom ruleset outside svn

This transition of experimental ruleset will also serve as a test bed for
number of ruleset compatibility features I hope to have in 3.0. This might
include renaming the ruleset in controlled manner.

Opens:
1. Do we keep experimental ruleset in S2_6, or do we already move it to custom
modpacks category?
1.1 In S2_6 the default ruleset is classic, and thus experimental ruleset is
based on default ruleset while sandbox is not
1.2 Having two rulesets for the experimenting goal can be confusing for users
1.3 Number of rulesets is probably not so much of a problem in a already
stable branch where ruleset format is almost frozen already
1.4 We don't have facilities to rename the ruleset in S2_6 and it's better to
do the rename and move to custom rulesets category at the same time
2. Will our policy be such that in case of the new sandbox ruleset changes can
be so disruptive that savegame compatibility is not guaranteed over
consecutive freeciv versions.
2.1 Currently TRUNK ruleset that wants to keep savegame compatibility with
S2_6 or older can't go by single barbarian model (see civ2 for an example of
mitigating this problem)
3. Will the new name of the renamed experimental ruleset be "goldkeep" as the
gold upkeep rules have been its most distinctive feature.
