I should have given reasons I want this in correct order.
I've been thinking bringing classic -> civ2civ3 delta to experimental as
civ2civ3 is now the default ruleset that should be considered the baseline
"the rules people know from the default". Then I thought that maybe we can
make a clean start from civ2civ3 ruleset instead of investing all the effort
to port the delta to current experimntal. So having the current experimental
ruleset feature-semi-freeze would be just an extra benefit.
You have good point in that the existing experimental could be maintained as
custom modpack -> maybe removed from svn.
I'll think the overall picture a bit longer.
