HDPMI32 is a DPMI host only, not a drop-in
replacement of DOG4SW. Plus all those WATCOM
extenders don't like external DOS based DPMI
hosts too much. Neither HDPMI32 nor HX can
replace DOG4SW. Try DOS32A extender.

DOG4SW is a (bad) 32-bit extender so
HDPMI16 is indeed a no-go.
