Packagers can run unit tests in-tree. And that's a usual way
how packagers run unit tests.

e.g.
```

                  $PWD/ipatests/test_ipalib \

Tox is a special case.
Therefore installation of tests is disabled for `--disable-server`
But for tox it is possible to overrride it.
e.g. `./configure --disable-server --with-tests`
