In many cases, such as with Cable broadband, it is largely impossible
for an ISP to match-up an IP address with the customer that is using it
(since they are all just points on a local-loop), meaning that *even*
if they blocked packets from a particular IP address, the persons
machine will just request another IP address via DHCP when it boots.
