Good thing we got rid of 19114 so that they have to port scan. It's more
obnoxious that way. People don't like being port scanned and might
complain.

Yep, HTL 1 is quite a problem. I highly recommend changing HTL decay to be
probabalistic instead of arithmetic so that HTL of 1 still has some chance
of moving data onto the node.

Scott or Oskar would have to do this, though. I've moved out of node
development mostly.
