Ok, first problem...

Apparently wx-config is naughty and doesn't actually provide the full
library paths that FreeDV needs to link to, but instead provides a library
search path and library sonames. This is a problem because I was counting
on using the cmake variable FREEDV_LINK_LIBS (the list of libraries FreeDV
needs to link against) to pass to CPack so it knows what DLL's to pull in.

I think the best solution here is to statically link against wxWidgets
libraries.
