A little progress!!!
I don't know why I didn't get this output when I tried Dependency Walker on
my VM, but at work I got the following output when I closed freedv:
GetProcAddress(0x77C10000 [MSVCRT.DLL], "_get_output_format") called from
"LIBSOX-2.DLL" at address 0x6E124879 and returned NULL. Error: The
specified procedure could not be found (127).
