Try using a Zalman quiet heatsink.  They're $$$ but whisper quiet...

Personally, my athlon64 3200+ runs at 30c under load, so I've got a low
speed, 80mm on it.

I use the ST-11 Midi Tower from SilentMAXX (http://www.silentmaxx.net) in
Black. Together with a Silent Power Supply and a CPU Cooler from the same
vendor. They also have Passive Power Supplies, but since I have Harddisks in
my tower they are the most loudest part and I use a active PS. I'm very
satisfied with this configuration. The Tower has Front USB Connectors and
Front Sound Connectors. This is very handy if you have USB-Sticks or plan a
Karaoke Party ;-) The Design looks really good beneath my TV.

The only drawback is the Price. The CPU-Cooler and the Tower-Isolation are
Handmade. I think you can Isolate any tower you have on your own. But I
decided against it because of the time. And I am not very skilled in such
things ;) The CPU-Cooler in my opinion is better than most "Hurricane like" 
Powercooler. In the Meantime I also use it for my Workstation....

But if your Chipset needs extraordinary cooling it seems unnessecary to buy
other more silent parts.
