Introduire des charges d interconnection pour sanctionner l asymetrie de
traffic entre les CDNs et les ISP permettrait de stopper les abus au niveau
des  peering points (et supprimer le spam).  Faire payer la bande passante
est une bonne idee mais quel operateur va oser le demander a  Google...?
