Reducing per capita pollution whilst increasing the capitas is spinning 
wheels in the mud. It sounds like either techno-optimist Julian Simon 
(who had no clue about exponentials, saying the earth could grow 
population indefinitely) OR it assumes that humans are rational and will 
support a Technocracy (look it up) governance which is counter to our 
reptilian brain dominance (sex & emotion)  Keith Hudson has it right!

You'd better check just who developed the ecological footprint model at 
U of British Columbia :Mathis Wackernagel & Bill Rees (whom I know 
personally) Also see who is on the board of the Footprint Network and 
who funds them. You are dead wrong about them.
