Only in the sense that one of the X window system distro packages
includes directories full of stock icons of various sizes.  fvwm also
includes a package contains directories full of stock icons of various
sizes as well.  It is up to you the user to associate icons with
programs/tasks/windows.  This is done in your .fvwmrc file:

I use the FvwmIconBox, so I have these lines in my .fvwmrc file:

*FvwmIconBox            "Fvwm*"         -
*FvwmIconBox            "FvwmFileMgr"   folder2.xpm
*FvwmIconBox            "rxvt"          term.xpm
*FvwmIconBox            "editres"       editres.xpm
*FvwmIconBox            "xman"          xman.xpm

*FvwmIconBox            "xcalc"         xcalc.xpm
*FvwmIconBox            "GoodStuff"     toolbox.xpm
*FvwmIconBox            "xterm"         Term
*FvwmIconBox            "ME310"         METerm
*FvwmIconBox            "FCPU30"        FCTerm
*FvwmIconBox            "FCPU40"        FCTerm
*FvwmIconBox            "STRIDE"        StrideTerm
*FvwmIconBox            "MenuManager"   menu32
*FvwmIconBox            "xclock"        -
*FvwmIconBox            "xeyes"         -

as well as:

PixmapPath           /usr/X11R6/include/X11/pixmaps/
IconPath             /usr/X11R6/include/X11/bitmaps

If you want (and allow) icons on the root window (desktop), you'd use
the Icon directive instead of *FvwmIconBox as shown above.
