If we're talking about viewing Flash video on the Internet, then  
AFAIK, the Flash plug-in is required.

However, if you download the video, it will play in QuickTime with  
Perian installed.  On my 400MHz Pismo, this is the approach I take  
when I really want to play a video.  I get the best results by going  
to column view in Finder, and playing the video directly from the  
preview icon.  I can resize the preview to some extent while still  
getting good play quality (still at a smaller size).

Perian is not compatible with versions of Mac OS X older than Tiger  
(10.4).

Another download and play alternative is VLC.  Two problems that I  
have run into:

  - The current version of VLC will only run on Quartz Extreme- 
capable systems.  You can verify that your iBook is supporting Quartz  
Extreme by launching System Profiler, then checking under Graphics/ 
Displays.  If it says 'Not Supported', you can try version 0.8.6.

  - The version of VLC that I can run on my system (see above) throws  
error messages when playing Flash video - sometimes it has to do with  
the system not being able to keep up, sometimes it is an end-of-file  
error.

There are other Flash video players available, but they all tend to  
max out my 400MHz CPU.  YMMV
