I agree, stick with 10.4. When I bought my Dual USB iBook G3 (of the 600MHz 14" variety), it had 10.3. I found this to be pretty sluggish all around (not just with Flash). Installed 10.4 and it works a LOT better.
In fact, 10.4 outperforms 10.3 on EVERY compatible Mac that I've installed it on.
