Unfortunately this sounds to me like faulty cache on the processor card (I think safe mode disables the cache). I presume you have tried all the usual things like power manager re-set and open firmware re-set. If it works fine with another CPU then I think the fault location is obvious!! I suggest you try and get a refund on the CPU card.
