The LEDs aren't pilot lights, it's a small bargraph indicator showing the charge state. The button makes the lights come on so if they are on already it doesn't do anything. On my old G4 iBook the lights came on while the battery is charging. If the software shows the battery is still charging then the LEDs probably should be on.
If the computer never shows the battery finishes charging try resetting the PMU (check Apple for how).
