The Desktop DB is responsible for this in OS 9, but OS X uses a different scheme; setting this in one OS will not change the behavior in the other. Essentially, OS 9 will always try to open a document in the newest version of the application in question. As far as OS 9 is concerned, having multiple versions of the same application is a recipe for trouble. You may want to check out Snitch, an OS 9 get-info pane that allows you to change the creator/type codes, without having to resort to ResEdit.
