From my experience with OS9, and speaking as a utility junkie, I have had the most luck with Norton, but the tests seem to favour TechTool (3.0.9 for 9), but with the best outcome being with files where the program has been tracking things prior to the loss. DiskWarrior (my personal favorite program) can find files that have gone lost due to a directory problem, but would likely cover the tracks of a deleted file and I would not recommend it.
As I recall, both Norton and Techtool include options to completely scavange the hard drive, which takes some time, but might be your best bet.
Do keep in mind that anything you save to the hard drive after you have deleted a file may write over the data, so be careful.
Finally, TechTool has the trash cache feature for future reference, although it dramatically slows emptying the trash.
