i think you can get the power supply under warranty, even as a customer
installable part.  of course you do have to convince apple the old one
is bad.  one thing, if you monitor the power supply, monitor the dc
volts for awhile, but also monitor the ac volts as this will show ripple
and instability.  then again there is also a small switching supply on
the processor card, it might be worth starting up with the case open and
seeing if you can localize the noise.  a stethoscope or just a piece of
plastic tubing can be useful for tracking the odd sound down.  i know
apple has had some power supply problems in the past, my g4 i got last
year needed a power supply because it whined (which they should have
been aware of at the factory unless it was just too noisy there to
notice, in which case they should do their testing in a more quit place
since sound is one of the best indicators sometimes), they replaced it
with no problem and my machine instantly became more quiet (and i was
silly enough to take it into the shop not realizing they'd let me
replace it, silly because the closest shop is 4 1/2 hours away and i was
silly enough to think they'd have one on hand, so i got to drive back
down a week later to get my machine back).
