that's exactly what it does. even with a ups it doesn't hurt to have an extra surge arrestor on the power and you should definitely have one on any cable line or phone line, both of which are far more likely to carry a lethal surge to your system. there are line protectors that go on the cable side (some are just spark gaps and not so great, though better than nothing) and there are also surge arrestors that go on the ethernet side (one of each isn't a bad idea at all, redundancy can save you sometimes). for that matter, if you have a large ethernet network you should have surge arrestors at the ends, any long length of wire can pick up energy from a nearby lightning strike and produce a surge voltage. also make sure you actually have a good ground, allot of people have incorrectly replaced ungrounded outlets with grounded type 3 prong outlets but not provided a ground, producing a false and dangerous sense of security. 2 prong outlets should only be replaced with 2 prong outlets unless you actually provide a ground, they are still available because of this need, and yes, it is one of my pet peeves, it's like a car with a brake pedal but no actual brakes. in any case, don't put too much faith in the average cable guy, most of them are more grunt than technician, and they have a company line to follow besides, you certainly don't want the customer to think they are risking their computer just by having a cable modem. if you live in an area with bad lightning, unplugging it from the modem, ac power, and everything else isn't a bad idea during bad storms. i unplug my system during thunder storms, if it gets zapped it's gone, i simply couldn't afford to replace it.
