it sounds to me like maybe a gear has lost a tooth or two, some cd rom drives use a series of gears to position the head, all i've seen use at least a couple. if a tooth were missing it would likely make a clicking sound when trying to position the head around where the chipped gear had the chip, which would certainly slow down data transfer as the drive tried to get the head into position.
