I missed the fact that you have only one CD drive....the burner itself. Ah,
so first you must make a CD image of the CD you want to burn. You can use
Toast, or Apple's Disk Copy. So, make a disk image of your bootable CD (it
will be named something like "Norton Utilities.toast" if made by toast, or
"Norton Utilities.img" if made by Disk Copy), then eject the original CD.
Now put in a blank CD, and use Toast to mount the CD image. Now the CD's
icon should be on the desktop, and you can drag it to Toast's window (Mac
volume). Then Data> make bootable, etc.

It's possible your burner dislikes the particular brand of CD-R that you
have. Maybe you could trade a few with a friend who has a different brand.
