Netscape 7, and older netscapes, like 4.x, have a built in web page "maker". It is called Composer. It is found in the menu bar under Window. (or command-5, from the keyboard.) I have not utilized Composer, but it does look easy.
(In email, there is a thing called Compose. Compose is for answering email, and is different from Composer.)
