Both Dreamweaver and Golive are great programs and having used both are fairly equal (newest versions only), but are expensive to purchase. Older versions of both are very inexpensive on ebay and PageMill is always available from someone with a Mac that got it for free.
Writing HTML is great and does create a better understanding of what you are doing, but if you are only going to do a few pages, you can't beat the above programs. You may have noticed that I left out some of the others mentioned earlier, as I find them to be more trouble than they are worth, even though they are free!
