What Ultra SCSI card are you using? Is the HD the only SCSI device you have connected to the cards? Have you verified the termination is correct? Is your PRAM battery good? Have you tried resetting the CUDA?

I have a G3 B&W which I purchased used on eBay. Several months after I
bought it, the 9GB drive went flaky and I got a 18GB to replace it.

Neither drive has an OS on it. The drives are on a Ultra SCSI bus. I can't
boot off either a MacOS X installation CD or a MacOS 9 installation CD. On
X the CD starts to boot and then when the gray screen with the Apple
appears, the circle just spins forever. With the 9 CD, the Mac shows up and
just sits there forever. If I disconnect the cable from the SCSI card, the
boot will continue. But this does me no good since there is no HD to
install on.

The strange thing is that when I first started with the 18GB HD, it would
boot. Then suddenly it just stopped.
