A camera is ok, but an external hard drive isn't.

ALL usb devices are hot-pluggable.

Some devices, that go thru a "mount" process, such as hard drives, are better off if you dismount them (eject; move to trash; whatever) first. But there are no hardware reasons you can't just pull da cable...
