Like anything with PSU re-wiring take it steady, do it methodically and check, check and check again. I've done a few projects like this, it's a long job but cool when it finally works :-D

If the Logic board, CPU and all the fittings for the drives are there, there is no reason why you can't build it up into a tidy system. Even if the CPU is missing a relatively good G4 can be had for a good price second hand these days. I popped a used G4/500 in mine for a little over GBP80. Drives are inexpensive, RAM should be easy enough to source, most PC133 DIMMs work up to 256MB modules. Over time my B&W has grown into a bit of a monster!
