I have never seen them take any action about an offensive auction (unless it broke copyright laws).
I have been spammed by some ebayers I have transacted with, and after about 10 e-mails to ebay complaining of this, ebay took no action and still, I get spam. Ebay never once even responded to my complaints.
I have also left negative feedback with others in which they declared they were reporting to ebay.
To date, I have never been approached by ebay to explain a feedback I have left, ever, and there have been a couple that were retaliatory in which the recipient said they were going to "ebay". Again, I never heard anything from ebay.
What is the difference between retaliatory and "unsatisfied"? I don't have to prove any test of legitimacy before leaving neg feedback. If I wasn't happy, I leave it.
I have had people get my contact info and phone me up and verbally threaten myself and my wife.
I reported that to ebay. Again, I did not receive a response. For some reason, they did not get right on the horn to the FBI and protect me.
Don't get me wrong, I love ebay. I do a lot of business there and will continue to do so.
But the idea that they are this benevolent, responsive group of dogooders ready to jump on any complaint you have and take immediate action, makes me laugh.
That's not the ebay I know and love.

Yes, there is. If the feedback is truely "retaliatory" and not constructive, REPORT IT TO EBAY. They will review it and remove it if necessary. They'll even smak the abuser.
