Sounds silly but some laptops have two usb ports and only one is high speed. If that is the case, try the other usb port. System Profiler will show a usb bus and a high speed usb bus if you have both. If it doesn't show high speed usb, you don't have the hardware on the machine.
Also, even if you have a usb 2 card, they don't work right in certain computers. Beige machines can't run usb 2 and make a mess of it when they try. Really ugly. Also, usb 2 is not supported in os 8 or 9, only in X. So even if you have usb 2 hardware it will function as usb 1 unless you are running some version of X. I took the usb 2 card from my Beige and put it in my "new" g4. Works like a dream now and I see full transfer rate, really fast when reading a cf card in a usb 2 reader.
