Try the power switch on the mobo? That switch is located in front of the second PCI slot. It looks like a CUDA button. If it comes on perhaps its the exterior switch. If not perhaps it your power supply. Though its more likely that it's the latter than the former, there's no need to exclude the switch from the troubleshooting loop.
