I believe that doesn't apply for all countries. I think Visa protects customers only in their key markets, such as the US.

It depends on the country's consumer protection laws and the specific credit card agreement between the cardholder and their bank.

Most are pretty much the same - prove something happened and your credit card will give you back the $. Then they'll go after the other guy.
