Always pay for eBay items using Paypal, *and* source the payment with a credit card. That way the Seller never sees your credit card number. Also make sure both you and the Seller have verified addresses, so you're covered by Paypal's Buyer and Seller protection policies.

If you've done the above, then you're covered by Paypal's policies and then you can do a chargeback if they don't give you satisfaction.

Problem is you have very little time to file the claim thru paypal; ebay's dispute/claim is available for a lot longer.

Just finished turning in a claim against an international seller who never shipped. His feedback went private while I was waiting. Waited a reasonable time for international shipping transit, by the time that was past, paypal options (I paid through payapl) were gone. I filed thru ebay, I'll eat $25 but will get the rest back. If I'd not waited, and could have gone through paypal and not eaten anything (unless there is fine print I missed).
