Bad Sellers being protected by Buyers that are afraid to give negs is one of my pet peeves. It serves no purpose to enable them to screw someone else.

And this is, in part, why eBay started tracking dispute filings separately. I don't recall the policy limit off-hand - but if you loose more than a few disputes, you get NARU'd, regardless of your total feedback count.
